隨著地球暖化、極端氣候等現象日趨明顯,「減少溫室氣體排放」、「延緩氣候變遷」已成為全球各國環境政策之共識,亦為能源轉型重要目標。在此趨勢下,國際間針對氣候變遷達成多項共識與協議,各國提出減碳目標。我國政府亦在2022年3月發布「台灣2050淨零排放路徑及策略總說明」,以科技和法制為基礎,推動台灣淨零轉型,包括規劃碳定價機制、因應歐美碳邊境調整機制、精進能源與環保相關法規等。
台灣在2017年《電業法》修正後,即依行「綠電先行」政策開放再生能源售電業,啟動台灣再生能源市場機制與電價自由化;同時在《電業法》規範「廠網分工」原則建構電力批發市場,展開電力交易平台運作。2019年的《再生能源發展條例》修正進一步制定能源大戶綠電義務規範,將綠電、儲能、與用能的規範導入企業的能源運用系統。2023年則將《溫室氣體減量及管理法》修正為《氣候變遷因應法》,使其成為台灣2050年達成溫室氣體淨零排放的主要法源。
在上述政策及措施持續推動的情況下,智慧化的能源管理系統更顯重要。不論發電端、輸配電端、以及用電端,除了須導入先進的資通訊技術、設備、大數據分析外,亦須結合天氣與用電負載預測模型以及人工智慧驗算法,預測即時與隔日的發電與用電量,以達到用電最佳化(需量反應)管理。
此外,當電力系統越趨分散化,智慧能源管理系統亦須整合再生能源、儲能、及其他發電設備,升級成智慧微電網管理系統,強化不同電力資源間之調度,提高能源使用效率。未來可望將各區域的微電網案場,透過以資通訊為基礎的新智慧系統「虛擬電廠」做連結,不但能整合用電戶電力資源,並可協助企業進行遠距負載管理,進入電力市場進行交易,讓電力運用更具彈性。因此,企業能源運用的場域即需配合國家電力系統,逐漸朝向分散化、數位化、低碳化的趨勢前進,建構智慧能源管理系統。
